Patterson Voter Record Privacy
California draws a firm line between election records and unrestricted public data. Government Code section 7924.000 protects a voter's home address, telephone number, email address, precinct number or other registration number, and prior registration information except as Elections Code section 2194 permits. Driver license numbers, California ID numbers, Social Security numbers, and other unique identifiers stay confidential. Signature images are also confidential and generally may be viewed only for limited comparison or challenge purposes, not copied.

Request Patterson Voter File Data
The statewide file is not general public data. An applicant must use the California voter file application, describe a permissible purpose, and identify whether the request is for statewide data, county data, or up to ten specific voter records. Approved purpose categories include election, political, scholarly, journalistic, and governmental work. The agency reviews the stated use before release.
- Complete all applicant and contact fields. Explain the intended use and identify any beneficiary for whom the request is made.
- Select the data scope and delivery choice. The form offers statewide or county data, specific records, and secure FTP questions.
- Initial the agreement, add an original signature, and attach a clear copy of a current driver license or state ID.
- Include the fee and submit the original packet by mail or hand delivery. Email and fax applications are not accepted.
Mail or deliver the packet to Secretary of State, 1500 11th Street, 5th Floor, Sacramento, CA 95814. The fee is $15 per 1,000 records, capped at $100, or $30 per specific voter record, also capped at $100. The Secretary of State request page supplies the current form and confidentiality notice. Patterson records appear within the Stanislaus County or statewide data selected, subject to review and protected-field limits.
Why Patterson Voter Rolls Aren't Public
The common notion that California voter rolls are open public data is wrong. Restrictions follow the information after release. The file cannot be used for a personal, private, or commercial purpose; personal or commercial solicitation; an unauthorized opinion survey; harassment of a voter or household; or transmission of voter data outside the United States. A source agency may reject an application when it reasonably believes the proposed use is unlawful, fraudulent, in bad faith, harassing, or meant to defraud.
Use carries legal duties. Elections Code section 18109 governs voter-file misuse penalties, and an approved recipient must keep Patterson voter information within the purpose stated in the application.
Do not share released fields with someone whose purpose was not reviewed. Do not use them to contact or pressure a household. The application cites Elections Code sections 2188, 2194, and 18109, Government Code section 7924.000, and 2 CCR sections 19001 through 19013. Those rules make the restricted-file process very different from an ordinary public index.
Safe Patterson Voter Registration
Some Patterson voters face a real safety risk if a residence address is exposed. California's Safe at Home program provides a substitute mailing address for eligible protected people. Separate confidential-registration mechanisms appear in Elections Code sections 2166, 2166.5, 2166.7, 2166.8, and 2166.9. Note: A substitute mailing address is a safety tool, not proof that the voter lives at the substitute location.
